UNC Banner Payroll Announcement #1

August 10, 2009

www.northcarolina.edu/UNCFIT/Payroll

The University of North Carolina System will be rolling out a new payroll system to replace the State’s Central Payroll system for nine UNC campuses over the next several months.  Following a careful assessment, a joint decision was made to transition Central Payroll campuses to an integrated system that will allow the University to centrally process payrolls for all nine campuses.   The new system will allow the University to establish a single unified set of best practices and process payroll in a consistent manner.  All nine campuses are expected to be transitioned to the new UNC system by July 2010.  For more information about the new payroll system including answers to frequently asked questions, please refer to the UNCFIT web site at:  www.northcarolina.edu/UNCFIT/Payroll

NINE CAMPUSES TRANSITIONING
The nine UNC campuses included in this transition are:

  • Elizabeth City State University
  • Fayetteville State University
  • NC Agricultural and Technical State University
  • NC Central University
  • UNC Asheville
  • UNC Pembroke
  • UNC School of the Arts
  • Western Carolina University
  • Winston-Salem State University

WHAT THIS MEANS FOR YOU

  • If you are a permanent employee, you will continue to be paid on a monthly basis, on the last working day of the month.  There will be no change in your monthly pay or deductions.
  • Generally, if you are a student or temporary employee paid a flat monthly amount (e.g., graduate assistant, research assistant or adjunct faculty), you will continue to be paid on a monthly basis.

If you are a student or temporary employee paid on an hourly basis, you will be moving from a monthly payroll to a bi-weekly payroll.  This means that you will receive a paycheck every other Friday.  The pay you receive will be for the previous two weeks of work.

Background
The UNC System has undertaken a series of projects, collectively known as the UNC Finance Improvement and Transformation project (UNC FIT), to address financial and operational areas considered as high risk.  One of the four major projects in this initiative is the payroll system change that will move nine of the UNC campuses away from using the Office of State Controller’s Central Payroll system to a new integrated system, called Banner Human Resources (HR).  Banner HR accommodates unique payroll systems and was developed for higher education to manage personnel information across the institution.
