UNC FIT - UNCP Pilot Payroll
Project Announcement
The University of North Carolina System has undertaken a series of projects collectively known as the University of North Carolina Finance Improvement and Transformation Project (UNC FIT) to address financial operational areas considered high risk. One of the four major projects in this initiative involves a payroll system change away from the Office of State Controller - Central Payroll system, currently utilized by UNC Pembroke and eight other UNC campuses. The Central Payroll system is more than 25 years old and all other state agencies that were utilizing the service have already moved to the BEACON payroll system. The Central Payroll system is scheduled to cease operations on July 1, 2010.
The UNC FIT Committee, after a careful assessment of all available options, reached a decision to transition all nine Central Payroll campuses to Banner Payroll, within a Shared Services Center environment, by July 1, 2010. The UNC FIT Team was thrilled when UNC Pembroke agreed to serve as the pilot campus for this project. As the pilot, UNCP will be the first campus to “go-live”. The anticipated date is October 1, 2009.
George Guthrie, AVC/Controller and Payroll Project Lead, stated, “I am pleased with the joint project collaboration to date between UNCP Budget, Finance, DoIT, HR and Payroll representatives along with representatives from UNC General Administration, UNC HR Advisory Group, SunGard Higher Education and Ernst & Young consultants. The UNCP Payroll Pilot Project Team, along with the UNC FIT team, anticipate that UNCP will begin to produce payroll in October 2009 via Banner Payroll and the GA Shared Services Center.
The UNCP Payroll Pilot Project Team has begun the initial planning and testing for implementation of Banner Payroll. Banner Payroll will be used by campus to initiate payroll and a Shared Services Center (UNC GA managed) will reconcile and manage the banking, benefit vendors and tax administration for the nine campuses. A number of UNC FIT Banner Payroll overview information sessions will be offered to provide more details on what to expect from this project transition.
It will not be “business as usual” for UNC Pembroke employees in the next few months. As you are aware, HR has introduced a new Student Employment policy and procedures. HR will begin to offer training on a new Temporary Hiring policy and procedures beginning in August. Both of these program changes are in preparation for the new Banner Payroll system. Everyone who has responsibility for either of these functions is strongly encouraged to attend these training sessions.
Additionally, HR will be providing mandatory Employee Self Service (ESS) Time & Leave refresher training for SPA non-exempt, SPA exempt, EPA Non-Faculty, EPA 12 month Faculty, and supervisors. This training is required since UNCP will be using Banner Payroll to not only track time and leave but to begin payroll for all employees. The Office of State Personnel recently added and/or revised leave policies that will revise time and leave entry procedures. As well, the way you and/or your employees report time and leave today will change in the Employee Self Service web system to some degree thereby requiring the refresher training. Please watch for upcoming announcements on ESS training dates and times.
The next two campuses, Western Carolina University and the University of North Carolina at Asheville, are scheduled to go-live on January, 1 2010. The remaining six campuses will go live in a staggered rollout with the last campuses going live on July 1, 2010.
