Active shooter situations are dynamic and evolve quickly. The response to active shooter situations will vary based on the specific circumstances. Be aware of various response alternatives, consider the specifics of the event and be prepared to act fast based on the information you have at that time.

General Response Guide:

RUN

• If you have a safe route, move away from violence or shooting: moving may involve going through windows or other unconventional means if normal exits are blocked;
• Move to a safe location;
• Move again if necessary;
• Have an escape route and plan in mind;
• Leave your belongings behind;
• Keep your hands high and visible.

HIDE

• If you are unable to safely escape the are; shelter in place or hide out of the shooter's view;
• Lock and barricade doors; block windows and close blinds;
• Turn off lights;
• SILENCE cell phones;
• Take cover behind dense, solid objects that might be effective in stopping bullets.

FIGHT

As a last resort and only when your life is in imminent danger:

• Attempt to overpower or disarm the shooter;
• Attempt to incapacitate the shooter;
• Act with physical aggression and throw items at the active shooter.

• Take care of yourself.
• Be aware that alcohol and drugs compromise your awareness and increase the opportunity for victimization.
• Don't drink and drive. Designate a non-drinking driver who is responsible.
• Don't share prescription medication.

Know What to do in an Alcohol Emergency

• Drinking too much alcohol can result in serious complications. Do not allow someone to "sleep it off".
• If vomiting occurs and the person is unconscious, put them on their side to prevent choking.
• Call 911. Stay with the person until help arrives.

Remain calm and obtain as much information as possible using the checklist below.

If threat is made by phone:

1. Make note of the caller's number if caller id is available
2. Ask questions:

• When is the bomb going to explode?
• Where is the bomb located?
• What does it look like?
• What kind of bomb is it?
• What will cause it to explode?
• Did you place the bomb?
• Why?
• Where are you calling from?
• What is your name?

If threat is written:

1. Do not handle note any more than necessary; secure it for police officers.
2. Notify Campus Police 910.521.6235
3. Notify your supervisor

If you or someone locates a suspicious device, DO NOT TOUCH. Evacuate the building and contact Campus Police.

 

• Activate fire alarm pull station if in a building
• Immediately leave the building - and if possible - shut off equipment
• Close your door, and
• Alert others
• DO NOT USE ELEVATORS
• Assist others in evacuating if possible
• Call Campus Police 910.521.6235
• Activate emergency blue light phone
• Assemble in a safe place away from danger and account for others for your office, floor, etc.
• Person with knowledge of the situation should meet with first responders
• Do not re-enter the building until cleared by first responders.

EXTINGUISHING A SMALL FIRE (approximately trash-can size)

• If you have been trained in the use of a fire extinguisher, the fire is small, and the alarm has sounded, you may attempt to extinguish the fire.

SURVIVING A BUILDING FIRE

• Never use an elevator
• Check closed doors before opening; if the door is hot, choose an alternative route
• If there is smoke; crawl and take short breaths. The freshest air will be near the floor.
• If you cannot leave - stuff towel, clothing, etc. under the door, over vents, etc. to restrict smoke and fumes.
• Open a window if possible
• Notify Campus Police 910.521.6235 with your exact location
• Use a towel, sheet, pillowcase, clothing, etc. to hang out the window to mark your location for first responders.

In the event of a hazardous material emergency inside a building, building evacuation is necessary.

Pull the fire alarm and call Campus Police, 910.521.6235 for any of the following:

• Visible smoke, heavy odor of smoke or evidence of fire
• Uncontained release of hazardous gas
• Uncontained spill of hazardous liquids

When the fire alarm sounds:

• Evacuate the building via the nearest exit
• Go to the predetermined assembly point for your building

Medical Emergencies that require PRIORITY response include:

• Difficulty breathing
• Chest or upper abdominal pain or pressure
• Fainting
• Sudden dizziness, weakness, change in vision
• Change in mental state
• Sudden severe pain
• Bleeding that will not stop
• Severe or persistent vomiting
• Coughing up or vomiting blood
• Suicidal or homicidal feelings
• Obvious trauma

• Stay on the phone. You will be asked questions that the Emergency Telecommunicator will provide to first responders.
• Do not move someone who is injured unless they are in danger.
• Keep the injured person comfortable until help arrives.
• Report job-related injuries to the supervisor.

Minor Injuries - Faculty/Staff

• Report the injury to your supervisor
• Note: Supervisors will follow the procedures for all accidents located online.

Minor Injuries - Students

• Be aware of your surroundings and the people around you.

• Be alert to potential danger. If something doesn't look right or feel right, trust your instincts.

• Avoid distractions when walking across campus. Limit cell phone use. If you are using headphones or earbuds leave the volume low or have one ear exposed so that you can hear anyone approaching from behind you.

• Anticipate possible problems and know where emergency phones are located.

• Don't walk alone at night. Walk with friends whenever possible. If you must walk alone, stay in well lit and well traveled areas.

• Have your keys out and ready before reaching your door or vehicle.

• When walking to your vehicle, do a visual check of the area and other vehicles parked close to yours. Be aware of any places where someone could be hiding. Check in and around your vehicle before you get in.

• If you think someone is following you, change directions and call the police.

• Always keep bags and backpacks closed. Avoid hanging your bag on the back of a chair.

• Never leave personal belongings unattended.

• If you see something suspicious, such as someone driving aimlessly through parking lots or walking around looking into windows of parked vehicles, call the police immediately.

Pedestrians

• Download the LiveSafe app to help you walk safely around campus.
• Cross streets within the marked lines of crosswalks.
• Before entering a crosswalk, establish eye contact with drivers and ensure they come to a complete stop.
• Be sure to observe both lanes before crossing.
• If crossing a street in an area other than a marked crosswalk or intersection, the vehicle has the right-of-way.
• Avoid distractions, such as texting or talking on the phone, when crossing streets.

Drivers

• Failure to yield to a pedestrian within a marked crosswalk is a violation of North Carolina law.
• Be alert and prepared to stop when traveling through crosswalks.
• Do not pass other vehicles that have stopped for pedestrians.
• Obey the posted speed limit.

• Keep your room door locked at all times. It only takes seconds for items to disappear.

• If you lose your key, report it to your RA immediately.

• Help keep the residence hall entrance doors secure. Don't prop them open. Don't hold them open for people you do not know.

• Don't bring valuable jewelry, antiques or heirlooms to campus.

• Record model and serial numbers of your electronics. Download the Personal Property Inventory List to assist you.

• Don't make purchases from door to door sales people. Soliciting is against university policy.

WATCH - indicates a particular weather hazard is possible - remain alert for approaching storms

WARNING - indicates a particular weather hazard is imminent or has been reported

SEVERE THUNDERSTORMS/HURRICANES:

• Monitor weather status National Weather Service
• Avoid being outdoors, especially near trees and water during a lightning storm.
• Seek shelter indoors, under shelter, or in a hard-topped vehicle until the storm passes.

TORNADOES:

• Monitor weather status National Weather Service
• If a tornado is approaching:

1. Seek shelter immediately.
2. Go to an interior hallway on the lowest floor.
3. Get into the safest area of your classroom or office (along an inside wall).
4. Avoid windows, auditoriums, gymnasiums, or other structures with a wide, free-span roof.
5. Take shelter underneath your desk or any available heavy furniture.
6. Assume a curled position so as to protect your head and eyes.
7. Remain there until the "all clear" has been officially given.
8. After a tornado, beware of broken glass, unstable structures and debris.
9. Report damages to Campus Police, 910.521.6235.

Shelter-in-Place means selecting a small, interior room if possible, with no or few windows, and taking refuge there. It does not mean sealing off your entire building. If you are told to shelter-in-place, follow the instructions provided:

REASONS WHY YOU MIGHT SHELTER-IN-PLACE:

Chemical, biological, or radiological contaminants may be released accidently or intentionally into the environment. Should this occur, follow instructions from University authorities and know what to do if they advise you to shelter-in-place.

HOW TO SHELTER-IN-PLACE:

1. Stop classes or work, or close business operations.
2. If there are others in the building, provide for their safety by asking them to stay - not leave. When authorities provide directions to shelter-in-place, they want everyone to take those steps immediately, where they are, and not drive or walk outdoors.
3. Close and lock all windows, exterior doors, and any other openings to the outside. Shut down ventilation fans and air conditioners.
4. If you are told there is danger of explosion, close the window shades, blinds, or curtains to help curtail flying debris.
5. Select interior room(s) above the ground floor, with the fewest windows or vents. The room(s) should have adequate space for everyone to be able to sit in. Avoid overcrowding by selecting several rooms if necessary.
6. Bring everyone into the room(s). Shut and, if possible, lock the door(s).
7. Monitor campus communications (email, website, LiveSafe, BraveAlert, emergency sirens) until you are told all is safe or you are told to evacuate by a University official. University and local officials may call for an immediate evacuation of specific areas at greatest risk.

CRIME IN PROGRESS:

Do not attempt to apprehend or to interfere with the criminal except in cases of self-defense.

• Handle a suspicious item with care (do not shake, bump, open, smell, touch or taste)

Please notify Campus Police, 910.521.6235, if you observe suspicious behavior such as:

• Individual going from door to door, office to office;
• Loitering in a hallway or common area;
• Entering a private office unescorted;
• Offering items for sale;
• Entering a secured area;
• Asking for an unknown person in a department;
• Asking for money;
• Leaving a package unattended.

Please provide a description of the individual and where you last saw the individual.

• Keep your car doors locked and windows up at all times.

• Don't leave purses, wallets, or other valuable items in plain view. Put them under the seat, in the trunk or take them with you.

• Park in well lit and well traveled areas.

• If you have a motorcycle use a wheel lock.

• If you have a bicycle, secure it in a bicycle rack and record the brand name, model and serial number. Do not use a cable or chain. These can be cut with bolt cutters. Use hardened alloy bicycle locks (aka U style locks) to secure the bicycle frame not just a wheel.
