About

With thirty years of experience across the PK12 to higher education space, Dr. Winters has held numerous teaching and administration positions. He currently serves as a clinical assistant professor, program director {for the Master of School Administration program} and chair of the department of Educational Leadership and Specialties. His experiences in PK12 have included serving both as a health and physical education and science teacher, department chair, a high school baseball coach, and an eclectic array of school-based administrative roles at elementary, middle, and high schools, and the director of an alternative school. 

During his time at UNCP, Dr. Winters has proudly served the university in a wide range of roles. Prior to chairing the department of Educational Leadership and Specialties, he held positions in the School of Education and the College of Health Sciences. In the School of Education, he served as the director of University-School Partnerships and liaison to Military Science. Afterwards, serving in the College of Health Sciences as department chair of Kinesiology {formerly the department of Health and Physical Education}, program director for the Master of Arts in Physical Education, program coordinator of the Bachelor of Science in Health and Physical, and the program coordinator for the Bachelor of Science in Exercise and Sport Science programs, which includes Exercise Physiology, Recreation and Sport Administration and Health Promotion.

Dr. Winters’s teaching, research and service are centric to educational policy, law and ethics reflected by his membership and contributions to multiple university and state-level stakeholder groups. Dr. Winters currently serves on the University Athletic Committee as well the Council of Educator Preparation Programs’ Policy Committee. Dr. Winters also serves on the North Carolina Superintendent’s Ethics Committee and represents UNCP on the UNC Faculty Assembly. He has been appointed to select taskforce groups and advisory boards to include most recent service on the North Carolina Department of Public Instruction’s taskforce on Principal Standards and Evaluation and the MSA Advisory Board for Fayetteville State University. Dr. Winters is also a member of North Carolina Professors of Educational Leadership, Personnel Administrators of North Carolina, and the North Carolina Association of School Administrators.         

Dr. Winters attended the University of North Carolina at Pembroke where he received a Bachelor of Science in Health and Physical Education with an academic concentration in Biology. He also studied at the University of North Carolina at Chapel Hill, North Carolina Central University School of Law, Western Carolina University, and Fayetteville State University, the latter where he earned both the Master of School Administration and a Doctor of Education in Educational Leadership.
