NC Promise
The State of North Carolina established the NC Promise Tuition Plan to increase access
to a quality university education by reducing tuition costs. Undergraduate students
pay only $500 for in-state tuition and $3,500 for out-of-state tuition each fall and
spring semester.
Who is Eligible?
Great news! There are no eligibility requirements for NC Promise — every undergraduate
student benefits from the NC Promise tuition rate. Part-time students are charged
a prorated rate based on their credit hours. Additionally, the out-of-state tuition
rate applies to international undergraduate students.
Estimated Cost of Attendance
While NC Promise sets tuition rates, there are other expenses that come with college
life. The Cost of Attendance provides an estimate of what you might spend during the academic year — including
housing, meals, books, transportation and personal expenses.

The NC Promise Tuition Plan took effect in the 2018 fall academic semester.
Through the NC Promise Tuition Plan, the state of North Carolina covers the difference between UNC Pembroke's full tuition rate and the reduced NC Promise cost — dollar for dollar. The result is exceptional affordability without compromise.
NC Promise does not impact accreditation, academic quality, student support or the campus experience. In fact, it helps UNC Pembroke attract talented, motivated students and create an even stronger learning community.
Tuition will be prorated for part-time undergraduate students. Specific per-hour tuition costs are still being developed.
No. Only undergraduate tuition rates for in-state and out-of-state students are affected by the NC Promise.
The increase to $3,500 for out of state tuition applies only to new nonresident students starting in fall 2026. Out-of-state tuition will remain at $2,500 per semester for continuing nonresident students, as long as they remain continuously enrolled.
North Carolina residents attending UNCP will not have a tuition increase and will continue to be charged $500 per semester.
